Key Points
- 1Individual personal files must be maintained for each gazetted officer
- 2Non-personal correspondence is filed separately by department
- 3Appendix A contains CAG instructions for leave procedure and efficiency
- 4Leave must be sanctioned only after AG certifies admissibility
- 5LPC rules in Appendix B cover both inter-State and intra-State transfers
Practical Example
When a gazetted officer writes to the AG about their increment fixation, the letter is filed in the officer's personal file. However, when the Education Department sends a general circular about allowance revision affecting multiple officers, it goes into the departmental correspondence file for Education.
