What This Means
These instructions list the key duties of Accountants handling gazetted officers' records. They must verify legal entitlement to pay, check first payments against LPCs or leave salary certificates, verify medical certificates for first appointments, post payments in the Entitlements Register, track objections and unauthorized payments, note recoveries, and handle gazette notifications by updating registers, issuing pay slips, verifying leave sanctioned versus admissible, and processing transfer documents.

Key Points
- 1Verify that payees are legally entitled to the pay claimed
- 2First payments must be supported by LPC or leave salary certificate (except first appointments needing medical certificates)
- 3All payments are posted in the Entitlements Register with proper cross-references
- 4Objections, excess payments, and recoveries must be noted with retrenchment slips issued where necessary
- 5Gazette notifications must be promptly processed: update registers, issue pay slips, verify leave, and handle transfers
Practical Example
On receiving the fortnightly Gazette, the Accountant picks out notifications relevant to officers in their section. For an officer who has been promoted, they update the Entitlement Register folio, open a new money column for the revised pay, get it attested by the Branch Officer, and issue a pay slip to the officer and the Treasury Officer — all before the next pay date.
