What This Means

Rule 53 of the CCS (Leave) Rules, 1972, outlines the procedure for getting study leave sanctioned. Before you can get study leave approved, the Audit Officer needs to confirm that you're eligible and report any previous study leave you've taken. If you're working temporarily in a different department than your permanent one, your permanent department must agree to the leave. If your study leave is for studying abroad, the Indian embassy or mission in that country needs to be informed by the authority granting the leave. This ensures they can provide you with necessary support and documentation.

Practical Example

Priya, a permanent employee of the Ministry of Finance, is currently working temporarily at the NITI Aayog. She wants to pursue a Master's degree in Public Policy at the London School of Economics. Before her study leave can be sanctioned, the NITI Aayog must obtain concurrence from the Ministry of Finance. Once approved, and before leaving, Priya needs to execute a bond (Form 7) guaranteeing she will return to government service after her studies. The authority granting the leave will also inform the Indian High Commission in London about Priya's study leave. After completing her degree, Priya must submit her degree certificate and any course reports to the NITI Aayog.
