What This Means
Rule 23 of the CCS (Leave) Rules, 1972, deals with situations where a government employee is called back to work before their approved leave period ends. Think of it as an 'emergency recall' button for the government. If you're on leave and the government needs you back urgently, this rule kicks in. It ensures you're not financially penalized for having your leave cut short. This rule applies to all government servants covered by the CCS (Leave) Rules, whether they are on leave within India or abroad.

Practical Example
Ms. Sharma, a Section Officer in the Ministry of Finance, was granted 15 days of earned leave to visit her family in Kerala. After 5 days, a critical situation arose in her department requiring her expertise. She received an official order recalling her to duty. According to Rule 23, Ms. Sharma is entitled to travelling allowance from Kerala to Delhi. She will also continue to receive her regular leave salary until she physically joins her post in Delhi. If she had been on leave abroad, say in London, the government would also cover her return flight and potentially refund her original flight cost depending on how much of her leave she had used.
