What This Means

Para 3.7 of the Manual for Procurement of Non-Consultancy Services, 2025, focuses on the registration of suppliers and service providers. Think of it as creating a pre-approved list of vendors who can provide specific services to the government. This helps streamline the procurement process, especially during emergencies, by avoiding repetitive qualification checks. The goal is to have a transparent and fair system for registering these suppliers, ensuring they meet certain standards and are capable of delivering the required services. Registered suppliers should also be on GeM (Government e-Marketplace) when their services are available there. Ministries and Departments can also use lists prepared by other departments, increasing efficiency and reducing duplication of effort.

Key Points

  • Establishes a process for registering suppliers/service providers for non-consultancy services.
  • Aims to streamline procurement, particularly in emergency situations, by pre-qualifying vendors.
  • Emphasizes a fair, transparent, and reasonable registration procedure with due publicity.
  • Requires registered suppliers to be onboarded on GeM when applicable.
  • Allows Ministries/Departments to utilize supplier lists prepared by other Ministries/Departments.

Practical Example

The Ministry of Jal Shakti needs to procure water testing services urgently due to a contamination scare. They check their registered supplier list and find 'Aqua Solutions Pvt. Ltd.' is registered for water testing up to ₹5 Lakhs. Because Aqua Solutions is already registered, the Ministry doesn't need to go through the full qualification process again, saving valuable time. They can directly issue a limited tender to Aqua Solutions and a few other registered providers. Furthermore, if the Ministry of Health & Family Welfare has a similar list, the Ministry of Jal Shakti can use that list as well, after verifying that the suppliers meet their specific requirements. Aqua Solutions is also required to be on GeM if water testing services are listed there.
