What This Means
Para 2.2.1 of the Manual for Procurement of Non-Consultancy Services outlines the crucial first step in acquiring services: creating a Procurement Proposal, also known as a Concept Paper. Think of it like a request form for services, similar to how you'd request materials. This proposal clearly states what services are needed, why they are needed, and what the expected results are. It's essential to justify why the service can't be provided internally, considering existing resources and skills.

Practical Example
The Department of Rural Development needs to conduct a nationwide survey on the effectiveness of its sanitation programs. Ms. Sharma, a Section Officer, is tasked with initiating the procurement of survey services. Following Para 2.2.1, she prepares a Procurement Proposal. The proposal outlines the need for the survey (to assess program impact), the objectives (to identify areas for improvement), and the scope (covering all districts with the sanitation program). She justifies the need by demonstrating that the department lacks the in-house capacity to conduct such a large-scale survey within the required timeframe. The proposal also specifies the required qualifications of the survey agency, such as experience in large-scale data collection and analysis.
