Para 4.3.12 — MSO (Audit)
Original Rule Text
4.3.12 Cash receipts under deposit shown in the Schedule of Deposit Works should be verified with the “Memo of Miscellaneous Cash Receipts Paid into Treasuries” shown in the Monthly Account (Form 80). It should also be seen that:
(i) the progressive expenditure does not exceed either the amount of the estimate or that of the cumulative deposit as recorded in the works register or in the schedule of deposit works and, if the progressive expenditure exceeds the cumulative deposit for a work, such excess (i.e. expenditure incurred in excess during the month as well as the upto date excess) is shown correctly in the schedule as debitable to the head “Miscellaneous Works Advances” and it tallies with the entries in the Schedule of Miscellaneous Works Advances;
(ii) in cases where Part II of the schedule is received monthly, all works which were included in the previous month’s schedule but do not appear in Part I of the current month’s schedule have been detailed correctly and in other cases, whenever it is received, it shows correct particulars of all unsettled deposit works of the Works Register other than those which appear in Part I for the month; and
(iii) the Divisional Officer has taken action under the Financial Rules of Government to refund the unexpended balance of deposit or to effect recovery of the amounts spent in excess of the sums deposited, as the case may be, in the case of works shown as having been completed.
What This Means
For Deposit Works (works executed on behalf of outside parties who deposit funds), cash receipts shown in the schedule must be verified against the Monthly Account. Audit must check that progressive expenditure does not exceed either the estimate or the cumulative deposit amount, that any excess is correctly debited to Miscellaneous Works Advances, that Part II of the schedule correctly lists all unsettled deposit works, and that for completed works, action has been taken to refund unexpended deposits or recover amounts spent in excess.

Key Points
- 1Cash receipts for deposit works must be verified against the Monthly Account Form 80
- 2Expenditure must not exceed either the estimate or cumulative deposit amount
- 3Excess expenditure over cumulative deposit goes to Miscellaneous Works Advances
- 4Part II must correctly show all unsettled deposit works not in current Part I
- 5Completed works require refund of unspent deposit or recovery of excess expenditure
Practical Example
A railway body deposits Rs 50 lakh with PWD to construct a level crossing approach road. After spending Rs 48 lakh, the work is completed. The auditor checks that the Rs 50 lakh receipt matches Form 80 of the Monthly Account. Since the work is complete, the auditor verifies whether the division has taken action to refund the Rs 2 lakh unspent balance to the railway body. In another deposit work, expenditure of Rs 22 lakh exceeds the cumulative deposit of Rs 20 lakh — the auditor confirms the Rs 2 lakh excess is correctly shown under Miscellaneous Works Advances and matches the relevant schedule.
