What This Means
Fundamental Rule 1 (F.R. 1) is the foundational rule within the Fundamental Rules (FR). It essentially states the name of the rulebook itself and specifies when these rules came into effect. Think of it as the title page and publication date of a very important manual for government employees. It's like saying, 'This is the Fundamental Rules, and they've been in use since January 1st, 1922.'

Imagine Ms. Sharma, a newly appointed Section Officer in the Ministry of Finance, is reviewing a file concerning an employee's leave encashment. To understand the applicable rules, she needs to refer to the Fundamental Rules. F.R. 1 tells her that these rules have been in effect since 1922. This helps her understand the historical context and that these are established, long-standing regulations. While the rules have been amended over time, the base document has been in place since the date specified in F.R. 1.
