What This Means

Rule 27 of the CCS (Leave) Rules, 1972, explains how Earned Leave (EL) is calculated for government employees. Basically, you accumulate EL based on the number of months you've worked. For every completed calendar month of service in a half-year (January-June and July-December), you earn 2.5 days of EL. This rule applies to all central government employees covered under the CCS (Leave) Rules. The calculation also considers situations like retirement, resignation, removal, dismissal, or death, adjusting the EL credit accordingly. It also addresses how extraordinary leave or 'dies non' (periods of unauthorized absence) affects your EL accumulation.

Key Points

  • Earned Leave (EL) is credited at 2.5 days per completed calendar month of service in a half-year.
  • EL credit is pro-rated for retirement, resignation, removal, dismissal, or death.
  • Extraordinary Leave (EOL) or 'dies non' reduces EL credit by 1/10th of the period, up to a maximum of 15 days.
  • Fractions of a day in EL calculation are rounded off to the nearest day.

Practical Example

Let's say Ms. Sharma joined the government service on March 15th, 2023. For the half-year of July-December 2023, she would be credited with EL for 6 completed months (July, August, September, October, November, December) at a rate of 2.5 days per month. This amounts to 6 * 2.5 = 15 days of EL. Now, suppose Mr. Verma availed 10 days of Extraordinary Leave in the first half of the year. His EL credit for the next half-year would be reduced by 1/10th of 10 days, which is 1 day. Therefore, his EL credit would be reduced by 1 day, subject to a maximum reduction of 15 days.
