If my department collects a receipt, should it always go under my department's receipt head?

Not necessarily. The classification depends on the nature of the receipt, not the collecting department. For example, if your department collects interest on a loan, it goes under '0049 — Interest Receipts' regardless of which department made the original loan. Always check whether a specific classification order or exception applies to the type of receipt.
