A Disbursing Officer cannot refuse a legitimate claim outright. However, if honouring the claim would lead to an excess over the available funds, the Disbursing Officer *must* refer the matter to their administrative authority for orders. They cannot authorize the payment on their own until the administrative authority arranges for the necessary funds, either through re-appropriation or a supplementary grant.
