Are there any exceptions or ways to get a time-barred claim approved?

While time-barred claims are generally rejected, the full text of Rule 297 or other specific government orders might provide for condonation of delay under very exceptional circumstances. Such exceptions are usually rare, require strong, documented justification for the delay, and need approval from a high-level competent authority. It's not a routine process.
