As per settled principles of law, the rules of the game cannot be changed in the middle of the game — Challenge regarding the termination of a Junior Hindi Translator's service without assigning any reason, based on changed educational qualifications for the post, which was applied retrospectively by... — Facts: Challenge in this OA is the Order, dated 3-8-2020 of the Accountant-General, Indian Audit and Accounts Department, Arunachal Pradesh, whereby notice of termination of service of the Applicant was issued under Rule 5(1), of the CCS(Temporary Service) Rules, 1965, without assigning any reason. Applicant's case is that, in pursuance to the recommendation of the Staff Selection Commission, Government of India Letter, dated 30-10-2017, after having qualified in the combined recruitment of Junior Hindi Translator, Senior Hindi Translator and Hindi Pradhyapak Examination, 2017 and provisional offer of appointment Letter, dated 27-12-2018 issued by the Office of the Comptroller and Auditor-General of India, New Delhi, the Applicant had been serving as Junior Hindi Translator for over one year since 1-4-2019 and earned annual increment and has at her credit a thumping APAR for the year 2019-2020. However, all of a sudden she had been slapped with a copy of order of termination without assigning any reason. Hence this OA. The Staff Selection Commission constituted a Committee in 2018 to standardize essential educational qualification requirements for the post to be filled up through Junior Hindi Translator, Junior Translator, Senior Hindi Translator and Hindi Pradhyapac Exhamination 2017. Staff Selection Commission changed the educational qualifications required for the candidature of the Junior Hindi Translator, Senior Hindi Translator and Hindi Pradhyapak 2017 based on the recommendations of the Committee.
