As per Recruitment Rules of 2002, the vacancies arising in Multi-Tasking Staff (MTS for short ) is to be filled by 75% of GDS staff and the rest 25% by the casual labour. But in the modified rule which came into force from December 2012, 50% of the vacancies in MTS is to be filled by GDS staff, 25% by holding competitive examination restricted to Gramin Dak Sevaks (GDS) and 25% from casual labourers. The Tribunal, after considering the rule position, directed the issue from Chief Postmaster-General as to whether there was a conscious decision by the authorities not to fill up the vacancies for 2010 in all Divisions in Kerala Circle till the framing of new Recruitment Rules.
