Para 7.12.1 — MSO (A&E)
Original Rule Text
7.12.1 If the Government has ruled that expenditure incurred in the Public Works Department on the execution of works on behalf of a Local Fund should be debited to the "Deposits of Local Funds" or if receipts in connection with Local Fund works are realised by Public Works Officers, such charges and receipts should also be taken into account in working out the balances of the Deposits of Local Funds, suitable alterations being made in the forms of Plus and Minus Memoranda and of Broadsheets. The net additions to or deductions from the balances of each fund on account of expenditure and receipts referred to above should be intimated to the Treasury Officer so that
he may correct his memoranda and also to the Administrators of the Fund.
What This Means
When the Public Works Department (PWD) spends money on behalf of a Local Fund or collects receipts for Local Fund works, those amounts must be included while calculating the balances of 'Deposits of Local Funds.' The Plus and Minus Memoranda and Broadsheet forms need to be adjusted accordingly. The net effect on each fund's balance must be communicated to both the Treasury Officer (so he can correct his records) and the Fund Administrators.

Key Points
- 1PWD expenditure on Local Fund works is debited to 'Deposits of Local Funds'
- 2Receipts from Local Fund works realized by PWD officers must also be accounted for
- 3Plus and Minus Memoranda and Broadsheets must be suitably modified
- 4Net additions or deductions must be intimated to both Treasury Officer and Fund Administrators
Practical Example
A PWD division spends Rs 5,00,000 building a road on behalf of the District Rural Development Fund. The AG office adjusts the Plus and Minus Memorandum to reflect this debit against the Fund's deposit balance. They then send an intimation to the District Treasury Officer showing the net deduction, and separately inform the DRDA (Fund Administrator) of the updated balance.
