2.4 In regard to matters on which State Government consults the Department locally, intiative will be taken by the Accountant General who receives the reference. While it is open for the Accountant General (A&E) to render advice on matters falling within their respective jurisdiction, consultation with the Accountants General (Audit) should taken place in regard to matters such as interpretation of rules, regulations and orders, regularity and propriety audit etc. Which may ultimately attract Comptroller & Auditor General’s Duties and Powers and Rules of Procedure contained in Manual of Standing Orders (Audit).
