13.34 As the leave accounts of gazetted officers are maintained by the Accounts Officer, a certificate of admissibility of leave has to be obtained from the latter before the competent administrative authority accords sanction to the leave. 13.35 On receipt of the orders sanctioning leave (which should be checked with the certificate of admissibility of leave and also in due course with the formal notification in the gazette), and the charge report of making over charge, the leave salary certificate should be issued in the same way as the pay slip. 13.36 In the case of L.P.R. or Terminal Leave or such other leave on the expiry of which the gazetted officer is not expected to return to duty, the last payment of leave salary should not be made until the Disbursing Officer has satisfied himself by reference to the Accounts Officer, the departmental authorities and his own records that no demands are outstanding against the Officer. The leave salary certificate in such cases should also contain instructions to the effect that the certificate from the gazetted Officer concerned that he has not been re-employed during the period of the leave under Government Local Fund or a private employer, should be obtained before making payments.
Note.- An officiating Gazetted Government Servant who holds an active or suspended lien on a nongazetted post, retains his Gazetted status for all purposes (eg. Drawal of leave salary and allowances, issue of notifications, grant of extension of leave etc.) before resuming duty as a nongazetted officer. The leave salary certificate in such cases is accordingly issued as for a Gazetted Officer in the usual manner.
