Para 12.14 — MSO (A&E)
Original Rule Text
12.14 The General Index Register-Form 30, should be maintained separately for each Department and each such register should have an alphabetical index prefixed to it. It is adviseable to have the alphabetical index register prepared by Computer/ Unit Recorder so that names
are arranged correctly as in a dictionary. There should be a distinctive series for each Accounts Office/Department with distinctive letters prefixed to them e.g., "Police" or "Edn" indicating that the subscriber belongs to Police/Education Department. When new departmental numbers are assigned to old subscribers the new departmental number should be shown as numerator and the old number as denominator in the Index Register so that their past records may be traced easily whenever required.
# NOMINATIONS
What This Means
A General Index Register in Form 30 must be maintained separately for each department, with an alphabetical index at the front. Each department should have its own distinctive letter prefix (e.g., 'Police' or 'Edn') for account numbers. When an old subscriber gets a new departmental number, both old and new numbers are recorded (new as numerator, old as denominator) so past records can be easily traced.

Key Points
- 1Form 30 General Index Register is maintained department-wise
- 2An alphabetical index must be prefixed to each register
- 3Account numbers carry a distinctive departmental prefix (e.g., 'Police', 'Edn')
- 4When numbers are reassigned, old and new numbers are recorded together for traceability
- 5Computer/Unit Recorder preparation ensures correct alphabetical ordering
Practical Example
The Police Department's General Index Register has the prefix 'Police' for all account numbers. When Inspector Sharma is transferred from the old numbering series (Police-1205) to a new one (Police-3042), the register records '3042/1205' so that his entire PF history can be traced back through both numbers.
