12.12 On receipt of an application in the prescribed from or list of subscribers from Head of office, the eligibility of a new subscriber should be tested in Fund Section with reference to relevant rules. If he is found eligible, an Account Number should be assigned to him in the General Index Register (vide paragraph 12.14) and communicated to him direct or through the head of his office. The number of any closed account should not be reallotted to any new subscriber.
