Support Ticket # : TKT-TMRKVA The Seventh CPC vide Para. 5.1.46 proposed withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service to act as a deterrent for complacent and inefficient employees. This proposal was accepted by Resolution No. 1-2/2016-IC, dated the 25th July, 2016. Though no further order on implementation of withholding of annual increment was issued by the Ministry till date, if the employees cited by you have not met the benchmark within 20 years of their service, their increments will be withheld. It is presumed that they have completed 20 years of service on 1-1-2016.
