Admissibility of Special Compensatory Allowance (SCA) or Hard Area Allowance along with Island Special Duty Allowance (ISDA) on posting to Port Blair — Forum Query - Admissibility of Special Compensatory Allowance (SCA) or Hard Area Allowance along with Island Special Duty Allowance (ISDA) on posting to Port BlairForum Query - Admissibility of Specia... — Clarification is require for whether Island Special Duty Allowance (ISDA) and Special Compensatory Allowance (SCA) are both admissible to Central Government Employees working in Port Blair, Andaman & Nicobar Islands, while calculating Pay and Allowances Bill under the Head Salary, with respect to under-mentioned Office Memorandum issued by Ministry of Finance, Department of Expenditure: In terms of O.M. No. 3/1/2017-E.II(B), dated 18-7-2017:
(a) Vide Para. 1
(i) : ISDA granted @10% in Port Blair in A&N Islands.
(b) Vide Para. 4 : ISDA shall be admissible in addition to Hard Area Allowance, where admissible. In places where more than one Special Compensatory Allowances are admissible, the Central Government employees posted in such stations will have the option to choose the allowance which benefits them the most, i.e. Hard Area Allowance or one of the Special Compensatory Allowances subsumed under Tough Location Allowance Category-I, II and III. In terms of O.M. No. 3/1/2017-E.II(B), dated 19-7-2017:
(a) Vide Para. I
(i) : SCA subsumed in Tough LocationAllowance admissible to Central Government employees working in Port Blair, A&N Islands for Category ToughLocation Allowance I under Part-B (Sl. No. 1) at Annexure-II.
(b) Vide Para. 9 : Employees may exercise their option to choose either Hard Area Allowance which is admissible along with ISDA or one of the SCA, subsumed underTough Location Allowance as mentioned in Para. 1 above.Presently, employees working in Br. MSME-DFO, Port Blair,Min. of MSME, Government of India are drawing both ISDA & SCA under the Head Salary (Pay and Allowances)every month. However, our Pay & Accounts Office raised an objection with views that either ISDA or SCA that is anyone allowance will be admissible for Central Government employees working in Port Blair and asked to place clarification to draw both ISDA & SCA during calculation of Salary bills for employees working in Br. MSME-DFO, Port Blair,Ministry of MSME, Government of India.
