What This Means
This rule deals with two main situations concerning your General Provident Fund (GPF) contributions.
Firstly, Rule 19(1) ensures that even if you're using certain alternative payments, such as life insurance premiums or repayments of advances, to count towards your GPF contribution (as allowed by Rule 17(a)), you still meet a minimum contribution level. If the total of these alternative payments is less than the minimum amount you are required to contribute to your GPF each month (as per Rule 8), you must pay the difference. This shortfall will be rounded to the nearest rupee, following the method described in Rule 11(2)(iv), and added to your regular GPF subscription.
Secondly, Rule 19(2) clarifies what happens if you take a withdrawal from your GPF account for specific reasons, such as for education, marriage, or house construction (as permitted by Rule 17(b)). In such cases, you are generally expected to continue making your regular monthly GPF contributions. The only exception is if you had previously chosen, under Rule 17(a), to stop or reduce your contributions because other deductions (like insurance premiums) were already covering your GPF obligation. In most cases, a withdrawal does not exempt you from your ongoing subscription requirement.

Key Points
- 1If alternative payments counted towards GPF (under Rule 17(a)) are less than the minimum required subscription (under Rule 8), the subscriber must pay the difference.
- 2The shortfall in contributions is rounded to the nearest rupee as per Rule 11(2)(iv).
- 3Subscribers who make withdrawals from their GPF for specific purposes (under Rule 17(b)) must continue their regular monthly contributions.
- 4The obligation to continue contributions after a withdrawal applies unless the subscriber had previously opted to stop or reduce payments under Rule 17(a) due to other deductions.
Practical Example
Meet Mr. Anil Kumar, a Section Officer. His minimum monthly GPF subscription, as per Rule 8, is ₹3,000. He has a life insurance policy, and under Rule 17(a), he has opted for its monthly premium of ₹2,500 to be counted towards his GPF subscription. According to Rule 19(1), since his substituted payment (₹2,500) is less than his minimum required subscription (₹3,000), he must pay the difference. This difference is ₹500 (₹3,000 - ₹2,500). This ₹500 will be rounded to the nearest rupee (which is ₹500 itself in this case) and added to his monthly GPF contribution, ensuring he meets the minimum requirement.
Later, Mr. Kumar decides to withdraw ₹2,00,000 from his GPF for his daughter's higher education, as allowed under Rule 17(b). Even after this withdrawal, Rule 19(2) mandates that he must continue paying his regular GPF subscription of ₹3,000 per month (which now includes the ₹500 difference from his insurance premium adjustment). The withdrawal itself does not relieve him of his ongoing obligation to contribute to the fund.
