8.4.7 Technical Evaluation Report At the end of the technical evaluation process, the CEC shall prepare a technical evaluation report of the "quality" of the proposals recording the scores given to each criterion and subcriterion, as well as explain the decisions and take the competent authority's (CA) approval.
