CALCULATION SHEET FOR GRATUITY/FAMILY PENSION
What This Means
Rule 15 of the CCS (Pension) Rules, 2021 focuses on gathering and documenting all the necessary information when a government employee passes away or goes missing. This rule ensures that the family receives the benefits they are entitled to, such as family pension and gratuity, in a timely and accurate manner. It's essentially a checklist of details that the relevant department needs to collect and process to initiate the pension benefits for the deceased or missing employee's family.
The rule covers various aspects, including the date of death or the date from which the employee is missing, the amount of family pension and gratuity authorized, and the details of the family members who will receive the pension. It also addresses situations where a portion of the gratuity might be withheld pending a 'No Demand Certificate' or when provisional family pension is being paid. This rule is crucial for ensuring a smooth transition and financial security for the family during a difficult time.
Essentially, Rule 15 acts as a comprehensive guide for the department to collect all relevant information, preventing delays and ensuring that the family receives the benefits they are rightfully entitled to under the pension rules. It affects the family members of deceased or missing government employees and the government employees responsible for processing pension claims.

Key Points
- 1Details of the deceased/missing government servant are required, including name, date of death/missing, and police report date (if missing).
- 2Information on family pension and gratuity amounts authorized is essential.
- 3Details of family members eligible for family pension, including their relationship to the deceased/missing employee and percentage share, must be recorded.
- 4Information regarding provisional family pension being paid, if any, needs to be documented.
- 5Any amount recoverable from gratuity or withheld pending a 'No Demand Certificate' must be specified.
Practical Example
Mr. Rajesh Kumar, a government employee, unfortunately passed away on July 15, 2024. His wife, Mrs. Sunita Kumar, is eligible for family pension. According to Rule 15, the department needs to record Rajesh's name, date of death (15/07/2024), the authorized family pension amount (₹25,000 per month), and the authorized gratuity amount (₹500,000). Sunita's details, including her relationship to Rajesh and her 100% share of the family pension, are also documented.
Furthermore, if there's a pending loan of ₹50,000 recoverable from the gratuity, it will be noted. If a 'No Demand Certificate' is awaited, a portion of the gratuity, say ₹20,000, might be withheld temporarily. The date of commencement of the family pension will also be recorded, ensuring Sunita receives her pension payments without delay. This meticulous documentation ensures a smooth and transparent process for Mrs. Kumar.
