The major penalties are: (v) compulsory retirement, (vi) removal from service (which does not disqualify from future employment), (vii) dismissal from service (which does disqualify from future employment), (viii) reduction to a lower service, grade, post, or time-scale, and (ix) reduction to a lower stage in the time-scale of pay. These are distinguished from minor penalties (censure, withholding of increment, recovery, reduction in rank without bar) listed in clauses (i) to (iv).
