Is reversion from an officiating post in a higher grade appealable?

Yes, under Rule 23(v)(b), if the reversion is not itself a penalty. If the person is reverted 'otherwise than as a penalty' — for instance, because the officiating arrangement is ended — they can still appeal. If the reversion IS a penalty, it falls under Rule 23(ii).
