Does service on the employee's counsel (if they have appointed one) constitute valid service?

No. Rule 30 requires service on the government servant personally or by registered post to the employee — not through their representative. Legal representatives do not have authority to receive documents on the employee's behalf for the purpose of initiating limitation periods.
